The major purpose of the law library manager position is to administer a county-wide law library program that provides a broad base of current legal information to the judiciary, government employees, members of the bar and the general public. The manager develops and implements a strategic plan for law library programs in two staffed locations and one virtual location. By collaborating with other organizations and by utilizing information technologies, the law librarian provides cost-effective and timely access to legal resources for all levels of users.

Minimum Qualifications:

· Master's degree in library science AND
· Juris Doctorate (Law Degree)
· Two years legal research/reference experience; ability to relate to all types of library users; knowledge of online legal research systems AND
· Two years management experience, including knowledge of current law library standards, technologies, and automation; knowledge of accounting and budgeting; creativity and flexibility needed; excellent decision-making, communication, and motivational skills also required.

Duties & Responsibilities:

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Strategic Planning--Plans and leads the successful delivery and ongoing expansion for a two-site operation. Develops policies and procedures. Meets with the law library board annually for policy direction and budget approval.
2. Leads and directs the law library's annual budget. Presents annual operating budget and recommendations to law library Board. Reviews financial reports regarding expenses, especially for costs of library materials. Decides how to allocate budget and make adjustments during the fiscal year. Reviews and approves all payments.
3. Directs and supervises law library staff including determining work schedules/assignments, evaluating job performance and coordinating training, and recruitment.
4. Administers library technology systems--Includes two staffed locations at Hastings and Galaxie that support legal research. Also supervises all library technology operations and website within County guidelines. Supervises the virtual service at the NSC. Interfaces with IT, IT liaisons, and court service centers in planning and administering electronic legal resources.
5. Coordinates the Dakota County Family Court Self-Help Center--administers resources and assists users, and maintains contacts with attorney volunteers and service locations.
6. Reference and Training--Assists all types of library users, but especially pro se parties, in finding and utilizing required legal information. Performs on-demand services of Westlaw and other electronic databases. Instructs users, both formally and informally, in the effective use of library resources and materials. Develops and conducts training for court personnel, attorneys, paralegal students, public library staff, and the general public.
7. Improves Access to Authoritative Resources-- Determines collection development needs and policy for the law library. Performs all tasks related to ordering/claiming/account reconciliation for new legal information resources, both print and online. Assesses and implements improved methods for accessing information. Supervises the cataloging, circulation, shelving, and storage of legal materials.
8. Promotion/Marketing--Leads a strategic public relations effort by coordinating programs both internally and externally. Determines how to maximize opportunities to promote the law library resources and services. Participates in bar association activities, and judicial and legal programs on a state and national basis to promote law library initiatives and better access to legal resources.

Knowledge, Skills & Abilities and Work Environment:

· Extensive knowledge and demonstrated experience using on-line legal research systems
· Knowledge of professional librarian reference and research methods and materials.
· Extensive knowledge of and experience with library systems, principles, and procedures.
· Ability to plan and coordinate programs and/or manage assigned collection areas.
· Ability to effectively work with the general public in responding to needs/requests.
· Strong verbal and written communication skills.
· Knowledge of community and acquaintance with community leaders
· Negotiating skills and ability to identify and promote support for library programs among members of diverse community groups

WORK ENVIRONMENT: The work is sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, books, and data processing reports. Lifting of moderately heavy objects may be required. No special physical effort is required to perform the work.
